The extremely fast grow of Internet Services, Web and Mobile Applications and advance of the related Pervasive, Ubiquity and Cloud Computing concepts have stumulated production of tremendous amounts of data partially available online (call metadata, texts, emails, social media updates, photos, videos, location, etc.). Even with the power of today’s modern computers it still big challenge for business and government organizations to manage, search, analyze, and visualize this vast amount of data as information. Data-Intensive computing which is intended to address this problems become quite intense during the last few years yielding strong results. Data intensive computing framework is a complex system which includes hardware, software, communications, and Distributed File System (DFS) architecture.

Just small part of this huge amount is structured (Databases, XML, logs) or semistructured (web pages, email), over 90% of this information is unstructured, what means data does not have predefined structure and model. Generally, unstructured data is useless unless applying data mining and analysis techniques. At the same time, just in case if you can process and understand your data, this data worth anything, otherwise it becomes useless.

Big Data Day Baku 2015 is the first Data-Centric event is planned to be held in Azerbaijan.
The events main goal is increase public awareness of new opportunities and challenges brought by Big Data, share experience with industry and government on the development of state-of-the-art Data Analysis technologies, attract youth to make career and do outstanding research in Data Science.

The purpose of this competition is to contribute new ideas on a broad range of IT-related areas such as: Mobile App, Internet, Software App, Gaming, SaaS, Enterprise Software, New Business Model, Services, Robotics, IT and Consumer Electronics, IT for healthcare, etc.

Who is Eligible?

Anyone who is Student of the University located in Azerbaijan or Alumni and has New Innovative Idea on IT-related area. Age limit for participants is 30.

Application Assessment Criteria:

  • Innovation: We are looking for breakthrough ideas. They must be Information Technology oriented. Ideas should be unique and different, providing a competitive advantage. Ideas that show the greatest innovation will be viewed more favorably.
  • Commercial Viability: Can the idea be commercialized within two years? Can the idea create or serve a market need? What are the customer benefits? Is there a clear strategy for making the idea into a high-growth business? Judges will be evaluating ideas on their potential to generate revenue, profits and employment.
  • Investment Opportunity: If an investment opportunity was available and contemplated, would investors invest in this venture? Is the entrepreneur team invested in the venture?
  • Entrepreneur Team: Are key leaders and advisors available (or identified subject to financing) to fill key positions to execute the venture plan? (right team)
  • Quality of Presentation: As the judging progresses to the final round, some emphasis will be placed on entrant’s quality of presentation (clear, concise), both written and orally.
  • Business Plan: Quality of Business Plan (appropriate training will be provided on Apprel 25, 26, 27)

The seminar on two topics “IEEE as Global Professional Engineering Platform in Azerbaijan” and “IEEE Contribution for Academic Excellence and Research” organized by IEEE Computer Society Azerbaijan Chapter and supported by Mikro Information Handling and Distribution FZEAzerbaijan Technical University and Qafqaz University was held at the Azerbaijan Technical University.

The first part of seminar was devoted to IEEE history and activities in Azerbaijan as well as to benefits and opportunities of IEEE Membership for faculty of Higher Education Institution. It was noticed that the key values of IEEE membership are technical innovation, access to cutting-edge information, networking opportunities, and exclusive member benefits. IEEE memberships support IEEE’s mission to advance technology for humanity and the profession. At the same time, memberships build a platform to introduce technology careers to faculty and students around the world.

Prof. Adnan Yazici from Middle East Technical University has renimded to participants about last year establishment of Computer Engineers Association. Prof. Halit Oguz Tuzen critisized the view of some government institutions, in paticular Professional Competence Institution, to Computer Engineering as profession. According to him this official institution is confusing two professions: computer engineer and certified specialist.

Prof.Dr. Altay Guvenir from Bilkent University presented topic on “Frieqently Asked Questions in MUDEK Akkreditation”. MUDEK is association recognized by the Higher Education Council of Turkey as the National Quality Assurance Agency in accrediting engineering programs. MUDEK is member of ENAEE – European Network for Accreditation of Engineering Education
One of the most important criteria of engineer competance is to make students work within project-teams that require multidisciplinary knowledge. Good ideas, thoughts and projects have any meaning just in case if they will be applied and likely immediately.

Assoc.Prof. Ahmet Koltuksuz from Yasar University presented speech on “Cyber Security Education and Proposals”. He informed listeners about new trends in Cyber Security and improvements that should be done in teaching of this subject because of the new trends.

The last session of meeting in 23 November had been devoted to taking a decision on location for the next summit in 2013. Event there were three potential candidate universities: Black Sea University (Trabzon), Firat University (Elazig) and Qafqaz University (Baku, Azerbaijan), most of participants voted for Qafqaz University. Therefore, next Computer Engineering Department Chairs Summit will be held in Baku in October 07-08 immediately before annual AICT2013 International Conference (www.aict.info/2013) also organized by Qafqaz University with technical support of IEEE (www.ieee.org).

Workshop Statement:

Today, when cyber infrastructure has affected how we accomplish duties and job, how we get acquainted and communicate, how we teach and learn, how we entertain and spend time, etc. collecting and using personal, financial, governmental information, as well as the importance of protecting that information, is a complex challenge that has legal, business, political and technical ramifications.

The global cyber infrastructure has become the crucial environment for economic prosperity, government efficiency, and national security. At the same time the same environment which provides new inviting opportunities also makes possible new potential risks and threats. Protecting the vital information and critical infrastructure from cyberattacks becomes increasingly difficult and costly mission for governments, corporations, non-profit organizations, and even for citizens. Hacktivism, cyberwar, cyberweapons and their potential threats are becoming a reality.

It’s why high education research institutions, governments, businesses, public and private sector partners all together should work to find effective solutions to protect the confidentiality of sensitive information and resilience of national and global cyber infrastructure. We hope that the 1-st International Information Security Workshop would be successful example of such cooperation and will serve as a booster of public awareness and understanding of information security issues.

Qafqaz University has become a Competent Member of International Information Security Research Consortium (IISRC)

Qafqaz University has became a Competent Member of International Information Security Research Consortium (IISRC)

Qafqaz University and Lomonosov Moscow State University's Institute of Information Security Issues have signed memorandum on collaboration in the framework of IISRC consortium

Sixth International forum “Partnership of State Authorities, Civil Society and the Business Community in Ensuring Information Security and Combating Terrorism” and Fifth Scientific Conference of the International Information Security Research Consortium (IISRC) have been held in April 23–26, 2012, Garmisch-Partenkirchen, Munich, Germany.

The Qafqaz University as an institution pretending to be a member of IISRC consortium was represented there by Chair of Computer Engineering Department Dr. Abzetdin Adamov. The Qafqaz University also participated in last conference that was held in Changsha, China in October 25-27, 2011 and applied for consortium membership.

During the session dedicated to discussion of perspectives of the IISRC and applications of new potential members, the Qafqaz University’s application was supported by all active members. The additional agreement between Qafqaz University and Lomonosov Moscow State University’s Institute of Information Security Issues on collaboration in the framework of IISRC consortium has been signed.

Consequently, the Qafqaz University has approved its interest and concern about information security in the emerging cyber space. Moreover, the Computer Engineering Department at the Qafqaz University is planning to organize a trainings series in Information Security jointly with BitDefender, Lancelot Institute and several other institutions those that have main business in the area of Information Technologies. It is also intended to include a new session on Information Security into the program of upcoming AICT2012 conference will be held this time in Tbilisi, Georgia Octobe 17-19, 2012.

In today’s interconnected world, collecting and using personal, financial, governmental information, as well as the importance of protecting that information, is a complex challenge that has legal, business and political ramifications. The global cyber infrastructure has become the crucial environment for economic prosperity, government efficiency, and national security. At the same time the same environment which provides new inviting opportunities also makes possible new potential risks and threats. Hacktivism, cyberwar, cyberweapons and their potential threats are becoming a reality.
Despite this potential threat for humanity, there is not a consensus and understanding on this issue among states and the international community. It’s why the role IISRC consortium as a global forum of sharing knowledge and ideas on cyber security is so important.

The conference has started with welcome speech of Dr. Sherstuyk V.P., Co-Chairman of the Forum, Adviser of the Security Council of Russian Federation, Director of Lomonosov Moscow State University Institute of Information Security Issues. During the next tree days of conference following topics and questions were presented and actively disscused:

  • Classifcation of cyber threats beyond “Triad” of threats (criminal, terroristic, military -political threats)
  • Cyberespionage and its place in classification
  • Sovereignty in the Network and How to draw the state borders in the Internet
  • International documents are needed for the system of international information security
  • Priority directions of joint scientific research projects (IISRC)
  • Study of conflicts in cyberspace: subject structure
  • Mathematical models of cyberconflicts and measurement issues
  • Cyberconflict prevention mechanisms
  • Which of the generally recognized rules of international laws are applicable in case of use of force against cyber aggressor (crime) in cyberspace?

We are trying to build up this chapter to become the meeting place of choice for the computer community in the Azerbaijan Republic, so if you are involved in research or industrial activities that fit our scope, please do not hesitate in contacting us; you may end up being invited to present your work at one of our technical events. We are planning to conduct approximately 2-5 activities per year, so we hope you can join us at those events.

Student Seminar – The IEEE Student Members are the Leaders of Tomorrow!

The main goal of seminar is to attract students to take advantage of being IEEE Student Member of community which is the world’s largest professional association of advanced technology. The student members are able to access the world’s most comprehensive source of electrical, electronic and computer engineering publications. Student members also benefit by networking with the members and the industry leaders, gaining leadership experience and developing interpersonal skills by getting involved in the local chapter activities.

The Second International ICT Conference on E-Applications in Develooing Countries

The Second International ICT Conference on E-Applications in Developing Countries: Directins and Challenges was held in Sudan capital Khartoum in November 27-29. The started by Opening General Session. Several Sudan high government officials including Vice President, Dr. Elhag Adam Yousif, Minister of Higher Education & Scientific Research, Minister of Communication and Information Technology and Minister of Human Resources Development had welcome address to participants.

Minister of Higher Education & Scientific Research noted that ministry is ready to start e-learning project and they will organize international conference on e-learning next month in order to get and share experience.
Minister of Communication and Information Technology noticed that today a lot of high qualified specialists in the area of ICT graduate from Sudan Universities. Sudan as the rest of the world will do their best to benefit from using of ICT technologies, to provide electronic government services to all citizens even to those who live in rural and remote areas. Moreover, according to minister, most of state universities and research institutes are interconnected with high speed Internet. In the near future this advantage will be provided to private universities also.
Vice President brought some statistics on ICT penetrition in Sudan. He said that there are more than 20 mln mobile phone users and more than 10 mln people in Sudan are using Internet. He olso mentioned about importance of e-government implementation for Sudan, as a lever for operational efficiency of governmental and platform of government services for remote regions. He also noteced that government and organizers will carefully analyze all recommendations and proposals of participants.
